Tanzania National Stakeholders Consultative Meeting on Non-Tariff Measures

Obstacles hindering trade can take many forms - from custom tariffs, to quotas, to non-tariff barriers (NTMs) - but the result is always the same: exporting and importing goods is complex, time consuming and expensive.

Non-tariff measures (NTMs) are defined as policy measures that can have an economic effect on international trade in goods, such as changing quantities traded, prices or both. They can be mandatory requirements or regulations set at the national level by the importing or exporting government, which have an impact on the ease of trade in a specific country. Many regulatory policies can be NTMs, for example certification or testing requirements, import or export licenses, rules of origin and many others.  

As part of MARKUP, the International Trade Centre (ITC) has conducted a business survey on the NTMs encountered in the country. Over the course of 2019 and 2020, the ITC team interviewed almost 650 Tanzanian SMEs from the MARKUP’s focus sectors, namely tea, spices, coffee, avocado and horticulture. The objective of the survey was to gather evidence about the bottlenecks and burdens created by NTMs on the export capacity of Tanzanian businesses and to identify a strategy to overcome them.

From 10-11 March 2021, the results of the survey were presented to public and private sector stakeholders in a forum organised in collaboration with Tanzania’s Ministry of Industry and Trade. The forum further aimed to gather the perspectives of the private sector, engage with the public sector and initiate discussions to draft policy recommendation and the way forward.
